This authority will have all of the financing powers formally held by: Illinois Health Facilities Authority, Illinois Development Finance Authority, Illinois Educational Facilities Authority, Illinois Farm Development Authority, Illinois Rural Bond Bank, Illinois Research Park Authority, State Parks Revenue Bond Commission, and the Illinois Community Development Finance Commission. This is done in order to help finance economic development, manufacturing, environmental projects, health facilities, educational and cultural facilities, local government project and agricultural development.

Qualifications
Persons with recognized ability and experience in one or more of the following areas: economic development, finance, banking, industrial development, small business management, real estate development, housing, health facilities financing, local government financing, community development, venture finance, construction and labor relations. At any point in time, the Authority must include no fewer than 2 members who have expertise in agribusiness or production agriculture.
