Function
The Authority promotes industrial, commercial and residential development, social services, transportation, and recreational activities and facilities in the area of Jo Daviess, Carroll, Whiteside, Stephenson, Lee, Rock Island, Henry, Knox, Mercer, Winnebago, and Boone counties in the State of Illinois and any navigable waters and air space located (10 members shall constitute a quorum).

Qualifications
All public members shall be residents of the territorial jurisdiction who have ability and experience in one or more of the following areas: economic development, finance, banking, industrial development, small business management, real estate or community development, venture finance, organized labor or civic, community or neighborhood organization. The Executive Director shall have a background in finance, including familiarity with the legal and procedural requirements of issuing bonds, real estate or economic development and administration. The Executive Director shall hold office at the discretion of the Board.

18 members: - 6 public members appointed by Governor including 2 public members with business or finance experience and 1 public member from city with population of 25,000 or more within the Authority's territory; - 1 public member appointed by Rock Island County Board Chairperson; - 1 public member appointed by Knox County Board Chairperson; - 1 public member appointed by Henry County Board Chairperson; - 1 public member appointed by Mercer County Board Chairperson; - 1 public member appointed by JoDaviess County Board Chairperson; - 1 public member appointed by Carroll County Board Chairperson; - 1 public member appointed by Whiteside County Board Chairperson; - 1 public member appointed by Stephenson County Board Chairperson; - 1 public member appointed by Lee County Board Chairperson; - 1 public member appointed by Winnebago County Board Chairperson; - 1 public member appointed by Boone County Board Chairperson; and - 1 Ex Officio member: who is the Director of the Department of Commerce and Economic Opportunity or designee.
