Function
The Commission shall determine the priorities for expenditure of funds made available to the State by the federal government pursuant to 42 U.S.C. § 5601 et seq. (now 34 U.S.C. § 11101 et seq). The Commission shall: (1) Develop, review, and approve the State’s juvenile justice plan for federal funds; (2) review and approve (or disapprove) juvenile justice and delinquency prevention grant applications; (3) submit recommendations to the Governor and General Assembly; (4) ensure compliance of allocated federal funds; and (5) advise the Department of Human Services on matters related to juvenile justice and delinquency prevention programs and services.

Qualifications
Members must have training, experience, or special knowledge concerning adolescent development, the prevention and treatment of juvenile delinquency, the administration of juvenile justice, or the reduction of juvenile delinquency.

Composition
25 members appointed by the Governor: 1. At least one locally elected official representing general purpose local government; 2. Law enforcement and juvenile justice agencies; 3. Public agencies concerned with delinquency prevention and treatment; 4. Private nonprofit organizations; 5. Volunteers who work with delinquent youth or youth at risk of delinquency; 6. Programs that are alternatives to incarceration including programs providing organized recreation activities; 7. Individuals with special experience and competence in addressing problems related to school violence and vandalism, and alternatives to expulsion and suspension; 8. Individuals, licensed or certified by the applicable state, with expertise and competence in preventing and addressing mental health and substance abuse needs in delinquent youth and youth at risk of delinquency; 9. Victim or witness advocacy groups, including at least one person with expertise in addressing the challenges of sexual abuse and exploitation and trauma; and 10. (For states in which one or more Indian tribes are located) An Indian Tribal representative (if such representative is available) or other individual with significant expertise in tribal law enforcement and juvenile justice in Indian tribal communities. Additional Composition Requirements: (1) A majority of the Commission (including the Chairperson) shall not be full-time employees of the State, or federal or local government; (2) At least one-fifth of members shall be under the age of 28 at the time of initial appointment; and (3) At least three members who are currently or who have been previously under the jurisdiction of the juvenile justice system, or, is the parent or guardian of someone who is currently or who was previously under the jurisdiction of the juvenile justice system.
