Qualifications
At least one member must have experience representing or working with people with physical disabilities; at least one member must have experience working with people with neurological disabilities; at least four members must be attorneys with election law experience.

Composition
Three members appointed by the Governor, one of whom shall serve as chair, and at least one with experience representing or working with persons with physical disabilities and one with experience representing or working with person with neurological or mental disabilities; Three members appointed by the President of the Senate, including at least one attorney with election law experience; Three members appointed by the Senate Minority Leader, including at least one attorney with election law experience; Three members appointed by the Speaker of the House of Representatives, including at least one attorney with election law experience; Three members appointed by the Minority Leader of the House of Representatives, including at least one attorney with election law experience.
