Function

Provides technical assistance to parents, service consumers, providers and member agency personnel regarding statutory responsibilities of human service and education agencies to facilitate appropriate access to services needed by individuals, age 0 through 21, with a Severe Emotional Disturbances or Behavior Disorder and their families. The Authority administers a Dispute Resolution Process to make determinations in situations where there is a dispute regarding a plan of services or funding for a plan of services for individuals, age 0 through 21, with a Severe Emotional Disturbances or Behavior Disorder and their families. The Authority recommends policy statements, develops and promotes a statewide service plan for interagency cooperation for individuals, age 0 through 21, with a Severe Emotional Disturbances or Behavior Disorder and their families.

19 total members: 6 appointed by the Governor: - 5 shall be experienced and knowledgeable relative to the provision of services for individuals, age 0 through 21, with a Severe Emotional Disturbance or Behavior Disorder, and shall include representatives of both the private and public sector: no more than 2 of these 5 must be or have been Directly involved in the provision of services to such individuals; - 1 shall be or shall have been a parent of an individual with Severe Emotional Disturbance or Behavior Disorder. 9 representatives of state agencies: - Attorney General’s Office (Disabled Persons Advocacy Division); - Department of Children and Family Services; - Department of Juvenile Justice; - Department of Human Services: (Divisions of Community Health and Prevention, Developmental Disabilities, Mental Health, Rehabilitation Services); - Department of Healthcare and Family Services; - State Board of Education 4 Legislative representatives: - Chairman and Minority Spokespersons from the House Elementary and Secondary Education Committee; - Chairman and Minority Spokespersons from the senate Education Committee, or their designees;
