Function
The Council shall facilitate the improvement of literacy levels of Illinois citizens by providing a forum from which representatives from throughout the State can promote literacy, share expertise, and recommend policy.

Composition
Council shall be appointed by the Governor and shall consist of representatives of public education, public and private sector employment, labor organizations, community literacy organizations, libraries, volunteer organizations, the Office of the Secretary of State, the Illinois Community College Board, the Department of Employment Security, the Department of Human Services, the State Board of Education, and the Department of Corrections.
