Function
Ottawa Port District Board shall be governed by a 7-member Board. They shall have the powers and duties to issue certain permits, to locate, establish, and maintain a public airport, to acquire certain property, the power of eminent domain, and the power to issue bonds.

Qualifications
No member of the Board or employee of the District shall have any private financial interest, profit, or benefit in any contract, work, or business of the District nor in the sale or lease of any property to or from the District; ; All members of the Board shall be residents of the District.

Composition
-- The Governor shall appoint 4 members of the Board and; -- The Mayor of Ottawa shall appoint 3 members; ; Of the 4 members initially appointed by the Governor, 2 shall be appointed for initial terms expiring January 1, 2017, one for an initial term expiring January 1, 2013, and one for an initial term expiring January 1, 2012. Of the 3 members initially appointed by the Mayor, one shall be appointed for an initial term expiring January 1, 2017, one for an initial term expiring January 1, 2013, and one for an initial term expiring January 1, 2012. ; At the expiration of the term of any member, his or her successor shall be appointed by the Governor or the Mayor, respectively, as in the case of appointments for the initial terms. ; Regular meetings of the Board shall be held at least once in each calendar month, the time and place of the meetings to be fixed by the Board. Four members of the Board shall constitute a quorum for the transaction of business.
